The Columbine School Shooting occurred early in my law enforcement career.
Since that incident, the Cowlitz County Sheriff’s Office has provided deputies with extensive training for tactical responses to school incidents. This training has evolved over the decades, and our office has invited other local agencies and fire departments to participate in the training.

We have formed strong relationships with our schools, which has given us the opportunity to conduct tactical training in these facilities. We also have deputies conduct routine school checks while schools are in session. These contacts help build relationships with the staff and the students, while helping deputies learn the layout of these facilities. This familiarity is crucial during emergencies.
The Sheriff’s Office has adopted the Standard Response Protocol, which is used throughout school districts in Cowlitz County. By having common protocols for different situations - Hold, Secure, Lockdown, Evacuate, and Shelter - schools and emergency services can better coordinate responses to emergency situations.
